d'Affaires at Yedo, arising out of an application for payment of the sum due for the maintenance in Victoria Gaol of the Prisoners of Her Majesty's Consular Courts in Japan. As Adams states that he is referring to Lord Granville for instructions, and to obviate further delay, I think it right to place Your Lordship in possession of the grounds in which the application was made.
There seems to me no reason why the expenses due, and which will hereafter be incurred, should not be paid by the Control Officer in this Colony, who acts as Paymaster for Her Majesty's Legations and Consulates in China and Japan. The claims of this Government, however, should not be settled by the Controller until the respective Legations have verified the accounts and returned them to the Colony.
